Well I'm not sure which case you are talking about. However, as an experienced OMSI mod / addon maker, my rights on some of my products were infringed at the past by foreigner. (I hereby define foreigner as the population outside Hongkonger. )
I just simply reported to the management of the related forums and directly dealt with them to solve the problem.
With a proper code of conduct established by that particular forum, the problem is well solved.
Back to the topic, it depends on whether the maker / the team of makers allow you to forward their product, which includes (but not limited to) several situation:
1) directly paste the webpage link of the team of makers (e.g.
http://www.winsomes3dstudio.com/)
2) download and RE-UPLOAD their products to give convenience for future downloader (e.g. download the products from a specific Google Drive link and RE-UPLOAD it to Baidu simply for the convenience of mainlanders, *the whole process is completed WITHOUT THE PERMISSION FROM ORIGINAL TEAM OF MAKERS)
I PERSONALLY believe that the case (1) is acceptable, but it really DEPENDS on makers as they are the copyright owners.

This is a good question.
I had a discussion with my Sociology lecturer Dr. CHENG Chung Tai (PhD (Peking)) on how should we clarify our hometown (鄉下).
Most likely my grandparents are from the mainland China and they are true Hongkonger as they are the permanent resident of Hong Kong.
For sure they can easily answer where is their hometown.
But for my father's generation, their answer are still in line with my grandparents' answer as they have visited their "hometown" before and some of the relatives may still live in the mainland China.
Finally, for my generation, if you ask me where is my hometown, I will definitely answer Hong Kong.
This is because I have no relative and any ancestral home in the mainland China. Answering my grandparents' hometown will never make my answer meaningful.
